  • 32nd session of ACP PA and 25th session of ACP-EU JPA  02/07/2013

The meetings of the 32nd session of the African, Caribbean and Pacific Group of States (ACP) Parliamentary Assembly (PA) and the 25th session of the ACP-EU Joint Parliamentary Assembly (JPA) were held from 12 to 19 June 2013 in Brussels, Belgium.

The 32nd ACP PA was opened on Friday 14 June 2013 by the ACP Secretary General, H.E Alhaji Muhammad Mumuni, and the Co-President, Hon. Dr. Joyce Laboso of Kenya.  Hon. Dr. Joyce Laboso takes over the Co-Presidency from her colleague Hon. Musikari Kombo, who was the previous Co-President.  It is our belief that Hon. Dr. Joyce Laboso will successfully serve as Co-President of the JPA for the remaining tenure of the term.  Hon. Dr. Laboso is the first African woman to represent the ACP EU JPA as Co-President.  She is also the Deputy Speaker of the Kenyan National Assembly.

At the 25th session of the ACP-EU JPA, Hon. Laboso and her European Parliament counterpart, Louis Michel, presided over the meetings from 17 to 19 June 2013.  The meeting discussed a number of issues, including the situation in the Republic of Guinea and the Central African Republic.  The Co-Presidents called for dialogue and conciliation in the Republic of Guinea and the Central African Republic (CAR).  The meetings also discussed other topics, including human resources for health in ACP countries, military coups and their threat to democracy, and Economic Partnership Agreements.  Resolutions of the meeting were released and can be accessed on the ACP and European Parliament websites.

It is important to note that the Government of Kenya attaches great importance to the ACP-EU partnership, in line with the Cotonou Agreement.  A high-level delegation, comprising of Senator Amb. Kembi-Gitura, Head of Delegation, Hon. Kabando wa Kabando, Hon. Abdikadir Aden, secretary to the delegation, and Ms. Wanjiru Ndindiri, represented the Parliament of Kenya in the meetings.  H.E Johnson Weru, Ambassador of Kenya, and members of Embassy staff covered the meetings as well.

The 33rd Session of the ACP PA and Intersessional meetings of the Joint Parliamentary Assembly will be held from 17 to 20 September 2013 in Brussels, in preparation for the 26th Session of the ACP-EU JPA, which will be held in Addis Ababa, Ethiopia, from 25 to 27 November 2013.
